Free Web Page Builder

I've always used MS Frontpage for my custom web pages. With something Firefox does not display correctly. I need a website builder (free) you can create pages that can be displayed correctly in all browsers. I was so happy to find this – My editor of choice is Notepad2. Provides syntax highlighting. If you want a WYSIWYG HTML editor, I suggest Kompozer. Both are open source and free. Unfortunately, even when their writing standards compliant web pages and CSS, there is no guarantee it will look the same in all browsers. However, the simple design of the better the chance that it will look good in all browsers, but does not look exactly the same. There is no substitute for checking in multiple browsers.
